Sub-title Terms of Refernce
1   Delegated Powers
1.1 To keep under review and advise Council as necessary on official control of the Council’s insurance arrangements
1.2 To keep under review the management and maintenance of Markets and expenditure related thereto exceeding £3,000
1.3 To keep under review the management and maintenance of the Stratford-upon-Avon Cemetery and the Cemetery Lodge, until the Lodge is sold
1.4 To keep under review the management and maintenance of Holy Trinity Churchyard
1.5 To keep under review and advise Council as necessary on the management and maintenance of Stratford-upon-Avon Town Hall once the policies and strategies, determined by the Town Hall Working Party have been ratified, and the Working Party no longer reports directly to Council
1.6  To keep under review the management and maintenance of the American Fountain
1.7 To keep under review the arrangement and implementation of Town Council projects and grants
1.8 To keep under review and advise Council as necessary on the management and maintenance of bus shelters, benches, litter bins, grit bins and dog bins
1.9 To keep under review and advise Council as necessary on the management  and maintenance of the Garden of Remembrance and War Memorials
1.10 To keep under review the management and maintenance of the Tiddington Road Mooring
1.11 To advise Council where necessary on matters relating to the general management and administration of Stratford-upon-Avon Town Council offices
   
2   Powers Delegated to the Town Clerk after consultation with the Chairman or
     Vice Chairman in the Chairman’s absence
2.1 The approval of expenditure between £1,001 and £3,000 relating to any matter within the Committee’s responsibilities
   
3   Powers Delegated to the Town Clerk
3.1 The approval of expenditure of £1,000 or less relating to any matter within the Committee’s responsibilities
   
4   Membership
4.1 Council shall determine membership of the Committee from time to time
4.2 Membership of the Committee shall comprise nine members of the Council including the Mayor with the Deputy Mayor ex-officio
4.3 The Committee may co-opt non voting members on to the Committee with relevant skill, experience and knowledge consistent with these Terms of Reference
   
5   Quorum
5.1 The Committee shall be quorate when five voting members are present
5.2 If less than five voting members are present, the business may still be transacted but any decision will require ratification by Council
   
6  Committee Chairman
6.1 The Committee will elect a Chairman from their number in accordance with the procedure as specified in Council’s Standing  Orders.  The re-election of the Chairman and Vice Chairman will take place every three years.
6.2 The Committee will elect a Vice Chairman
6.3 If the Chairman is not present, the Vice Chairman will take the meeting.  If neither is present, members will elect a Chairman for the meeting from amongst their number
   
7   Clerking Arrangements
7.1 The Town Clerk will ensure that appropriate clerking arrangements are in hand for the Committee.  Normally this will be the Town Clerk
7.2 The Committee shall keep Minutes of its transactions and shall cause the Minutes to be recorded in books kept for that purpose by Council
   
8   Frequency and Timing of Meetings
8.1 The Committee shall meet not less that six times a year.  Meetings shall normally be held at 6.30 p.m. on a Tuesday in the Town Hall
   
9   Standing Orders
9.1 The Standing Orders of Council will apply to the running of the Committee as appropriate
